HOPWA
Programs in Georgia for persons with HIV/AIDS
The Housing Opportunities for Persons With AIDS (HOPWA) program is a Federally
funded HUD program that primarily provides housing assistance (emergency, shelter,
transitional and/or permanent) for lower income persons with HIV/AIDS. Funds
are typically sub-granted to non-profit agencies within the communities who
usually make their own rules for programs and criteria for assistance, provided
that such rules are within the scope of HOPWA
regulations and guidance from HUD.
In Georgia, HUD provides formula
funds to three (3) government entities.

The
State of Georgia, through the Georgia
Department of Community Affairs (DCA), receives about $2 MD annually to provide
HOPWA funding for the balance of state (126 counties). DCA currently funds
nine (9) regional programs. Sponsors and areas covered are as follows:

The Atlanta HOPWA Program
The
largest recipient in GA is the City of Atlanta. Atlanta receives a formula share for the Atlanta "Metropolitan
Statistical Area" (MSA) and makes numerous sub-grants within twenty-nine
(29) counties. Those counties include Barrow, Bartow, Butts, Carroll,
Cherokee, Clayton, Cobb, Coweta, Dawson, DeKalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Haralson,
Heard, Henry, Jasper, Lamar, Meriwether, Morgan, Newton, Paulding, Pickens, Pike, Rockdale, Spalding
and Walton.
In
the Atlanta MSA, Living Room performs intake and assessment, and assists people
living with HIV/AIDS and their families or partners to access housing and

Living Room provides emergency financial assistance, housing, and housing services to clients living in the 29 county Metro Atlanta region and 15 county Dalton and Rome region. Living Room provides services every weekday, Monday through Friday from 8:30 AM to 5:00 PM. In Metro Atlanta, clients are seen by appointment and can call 404-382-8991 for an appointment; clients who are currently homeless may walk-in for an intake without an appointment.
In NW Georgia, clients are seen by appointment and can make an appointment through their health care provider at the Dalton or Rome health clinics (or by calling 678-536-8979).
Clients are asked to bring proof of HIV status, TB status, and income. Other helpful documents are birth certificate, picture ID, proof of income, and SS card. Grady IDP patients do not need to bring proof of HIV or TB status. Income is not required to receive housing referral but is required to receive financial assistance for housing. Clients needing emergency assistance for late rent, mortgage or utilities must bring copy of LATE notice or bill, copy of lease, and proof of income.

SFY 2018 ESG, HOPWA, and S+C Matching Awards
The Department of Community Affairs is pleased to announce this year’s awards under the Emergency Shelter Grant (ESG), Shelter Plus Care (S+C) Matching, and Housing Opportunity for Persons with AIDS (HOPWA) Programs. The broad purpose of these programs is to deliver housing supports and related services to persons strictly defined as either: (1) “homeless” or “at risk of homelessness,” as defined in Federal regulation for the ESG program, or as (2) “eligible persons” (lower income persons with HIV/AIDS) as defined for the HOPWA program.
For this fiscal year, we received 224 requests totaling $13.8 million. Of the requests, $8.7 million was awarded to 155 programs. Funding for each award comes from either (1) Federal ESG or HOPWA funds made available to DCA or (2) the State Housing Trust Fund for the Homeless (HTF).
2017 (SFY 2018) HOPWA Application Process (Closed)
The Department of Community Affairs (DCA) is announcing the 2017 application process for the Emergency Solutions Grants (ESG) program. The application process will open on Friday, March 17, 2017 and all applications, supporting materials, and organizational documentation will be due on Monday, April 17, 2017 at Noon. Please note that there will be a cut-off date for receiving your log in information for HSOnline. Applicants are able to request log-in information beginning on Friday, March 17, 2017 and ending on Tuesday, April 4, 2017 at 5:00 pm. Application documents and a link for the HSOnline system will be made available on this website upon opening of the application process.
The HSOnline system may be accessed using the link below. Registration and organizational document uploads may be performed as of March 17, 2017. All online project applications will be available in the HSOnline system by COB on Tuesday, March 21, 2017.
